Housing Trust Fund; Allocation Formula; Proposed Rule
Last month, HUD introduced a proposed rule for the formula for distributing the Housing Trust Fund (HTF) resources to the states, titled: "Housing Trust Fund; Allocation Formula; Proposed Rule" (December 4, 2009, Docket No. FR-5246-P-01). As you may recall, H.R. 3221 (P.L. 110-289), the Housing and Economic Recovery Act of 2008 (HERA), established the HTF to provide grants to states to increase and preserve the supply of rental housing for extremely low- and very low-income families, including homeless families, and to increase homeownership for extremely low- and very low-income families.

Regulatory Impact Analysis for the Housing Trust Fund
HUD's Office of Policy Development and Research has recently released a report titled "Regulatory Impact Analysis for the Housing Trust Fund," which discusses the regulatory impact of the HTF. This Analysis meets the requirements of Executive Order 12866 to prepare an impact analysis (for review by the Office of Management and Budget) of any regulation projected to have an annual economic impact of $100 million or more.
